What is the European Accessibility Act?
The European Accessibility Act (EAA) — EU Directive 2019/882 — requires digital products and services to meet accessibility standards. Since June 28, 2025, it is enforceable across all 27 EU member states. Websites and e-commerce platforms must conform to WCAG 2.1 Level AA — 50 success criteria covering perceivable, operable, understandable, and robust content.

POUR Score + Report
Perceivable, Operable, Understandable, Robust — with remediation roadmap
Unlike basic accessibility checkers that rely on a single engine, EAAPASS runs three independent audit engines simultaneously to maximize detection coverage. Each engine catches different types of violations: axe-core excels at DOM-level checks, Lighthouse evaluates performance-impacting accessibility issues, and Pa11y tests against the full WCAG 2.1 specification. After the automated scan, Claude AI reviews every finding to eliminate false positives — ensuring your report contains only genuine violations that require attention. The result is a POUR-scored compliance report with actionable remediation steps prioritised by severity and impact.
Penalties by country
Non-compliance carries significant penalties. Each member state sets its own enforcement and fines, ranging from thousands to hundreds of thousands of euros.
The European Accessibility Act applies to all businesses selling digital products or services within the EU, regardless of where they are headquartered. This includes websites, mobile applications, e-commerce platforms, banking services, and transport ticketing systems. Enforcement began on June 28, 2025 across all 27 member states. Companies that fail to comply risk fines, legal action, and exclusion from public procurement contracts. Regular accessibility audits are essential to identify and fix WCAG violations before they become compliance liabilities.
